PITTSBURGH — Bin Guo, 62, and Chao Shi, 58, of Wexford have been charged with making a public nuisance for allegedly failing to properly maintain their Greenfield rental property and continuing to rent the structure to tenants after it was condemned by the City of Pittsburgh.

According to the criminal complaint, Guo and Shi own and rent a duplex located at 816 Lilac St., which was condemned by the City of Pittsburgh Department of Permits, Licenses and Inspections (PLI) on June 10, 2026, and deemed it unfit for human occupancy. District Attorney Detectives found that the condemned structure is still allegedly being inhabited by tenants as of August 2026.

Since 2021, City building inspectors have issued multiple private criminal complaints for issues such as unsafe structural conditions, overgrown weeds, prohibited occupancy and dangerous conditions for tenants, in which Guo was found guilty.

“Safe and decent housing is a fundamental human right,” said DA Zappala. “It is our duty to ensure that those rights are not ignored, and if they are, our citizens understand that they have recourse.”

Guo & Shi are scheduled for a preliminary hearing on October 7, 2026, at 8:00 a.m.

An accused is presumed innocent until convicted in a court of law.
