PITTSBURGH — With the colder temperatures and approaching winter weather conditions, District Attorney Stephen A. Zappala, Jr. and the Allegheny County District Attorney’s Office join the Pennsylvania State Police and the Animal Cruelty Unit in the Bureau of Criminal Investigation, to encourage pet owners, especially those with outdoor pets, to ensure the proper required care.

By law, pet owners are required to provide their animals with basic needs, including food and clean, unfrozen water. Animals must also have access to a clean and sanitary shelter that protects them from the elements to stay dry and where they can retain their body heat.

According to the Pennsylvania State Police, dogs leashed outside unattended without shelter can only be out for 30 minutes when temperatures are below 32 degrees. Pet owners are also responsible for providing veterinary care when their animal needs medical attention. If a pet appears to be suffering from a weather-related injury or illness, such as irregular breathing, cold or bleeding paws and decreased activity, please contact your veterinarian.
